Abstract
Health technology assessment is a form of multidisciplinary policy analysis that involves reviewing the medical, social, ethical, and economic implications for the development, expansion, and use of healthcare technology. It is used to ensure that healthcare providers and patients have access to appropriate information However, controversy remains over not only the domestic fiscal policy related to healthcare in the Republic of Korea but also whether or not transparent and objective procedures are used to decide on the . Therefore, a rational process is needed for setting the agenda for research on offering accurate information and knowledge to our citizens and providing a fair and objective basis for healthcare policy. To attain that goal, the National Evidence-based Healthcare Collaborating Agency (NECA) is using a Korean priority-setting model developed on the basis of cases outside Korea. This paper briefly summarizes there search agenda-setting process for the health technology assessment of major developed countries and also proposes a research agenda-setting process for health technology assessment conducted by NECA. We concluded that both a method that can encourage and promote the participation of all healthcare stakeholders (patients, medical profes sionals, experts, etc.) throughout the entire process and also ongoing evaluation of the review criteria and procedures for the research agenda-setting process for health technology assessment are necessary to provide objective and reliable healthcare information.
